Family Self-Sufficiency Program (FSS)


The Family Self Sufficiency (FSS) program is a voluntary, 5-year program intended to help eligible families achieve economic independence. The objective of the program is to assist families in obtaining employment that will allow them to become self-sufficient and is open to families participating in the Housing Choice Voucher at the Liberty Housing Authority.

Families entering the program will work with an FSS Coordinator to connect with community partners and supportive services. The FSS Coordinator will assist with creating and completing goals to increase earned income and become more economically independent. These goals may include education, specialized training, job readiness and job placement activities, and career advancement objectives.

Goals for each participating family member are set out in the Individual Training and Services plan that is attached to the FSS Contract of Participation. As the family reports increases in earned income, their rent is adjusted, and a portion of the increase is credited into an interest-bearing escrow savings account monthly. When the FSS Contract of Participation is successfully completed, the family is eligible to receive those escrow savings funds. This unique savings opportunity is only available to FSS participants and can be used for a down payment on a house, paying off dept, purchasing a car etc.
